They are off-site manipulators of some sort. They amass links either by clever scheme or by harvesting masses of other "SEO experts" to be and do like themselves. It's a funny world, the SEO world.

There are several types of results that the Search Engine offers in a SERP. They include: Organic Results and Sponsored Results.
